§ Mr. MooreThe average income tax liability per taxpayer, excluding liabilities at rates in excess of the basic rate and the investment income surcharge, was about £900 in 1978–79. The corresponding figure for 1984–85 was about £1,600. The estimate for 1978–79 takes account of tax collected at the lower rate of 25 per cent.
