§ Mr. Michael Forsythasked the Secretary of State for Scotland if, further to his answer of 16 June, Official Report, he will publish the information on the structure of employment in the Queensland division of the Stirling constituency which was available to him when he decided not to include that area within the Highlands and Islands Development Board.
§ Mr. John MacKay[pursuant to his reply, 16 June 1986, c. 419]: In analysing the case for an extension of the Highlands and Islands Development Board area my right hon. and learned Friend used the percentages of persons employed in several categories of employment, together with the unemployed as surrogates for employment structure. A qualitative analysis of the areas adjoining the HIDB area as a whole was undertaken to determine whether their employment structure was better than the average for the board's area. These qualitative assessments when taken along with similar assessments of other factors clearly showed that only parts of Moray district could be considered as satisfying the criteria for inclusion in the board's area.
