§ Mr. MellorNone; but it would be open to a governor to seek authority to spend any forecast balance of funds remaining on his cash limit at the end of the financial year on approved services of benefit to staff or inmates at his establishment. Such authority would be given only if expenditure on the prisons vote as a whole was expected to be within the prison department's cash limit.
