asked the Secretary of State for Wales (a) how much public money went into the Shell oil terminal at Ynys Môn, (b) what reasons Shell have given the Welsh Office for pulling out and (c) what are the terms of the renegotiated deal with Merseyside Port Authority.

The available information is as follows:

  1. (a) Just over £3.8 million of regional development grant was paid in respect of the Rhosgoch tank farm.
  2. (b) Shell UK Ltd. has said that its decision to cease operations in Anglesey was the result of a greatly reduced demand for oil products which meant that the facility is operating at only about 30 per cent. of its capability and giving rise to unacceptably high operating costs.
  3. (c) That is a commercial matter for the company and the port authority.
