Member for Kensington, Official Report, 10 May 1985. giving estimates of (a) rate support grant, (b) rate support grant per domestic ratepayer, (c) expenditure on education, (d) expenditure on police, (e) revenue from domestic rates and (f) revenue from commercial and business rates.
§ Mrs. RumboldI have today placed the available information in the Library which is based on local authorities' revised estimates for 1985–86. except for the rate support grant figures which are taken from the second supplementary report.
§ Mr. Chris Smithasked the Secretary of State for the Environment if he will give for the years 1980–81 to 1985–86 inclusive, in both cash prices and constant 1985–86 prices (a) local authority gross expenditure in England on (i) housing revenue account land. new dwellings and acquisitions and (ii) housing revenue account renovation and (b) English local authority receipts from (i) sales of land and other assets, (ii) initial receipts from sales of dwellings and (iii) repayment of sums outstanding on sales of dwellings.
§ Mrs. RumboldThe information requested on gross capital expenditure and capital receipts by local housing authorities in England is given in the following table. The figures for 1985–86 are estimates based on returns by local authorities for the third quarter.

§ Mr. Clayasked the Secretary of State for the Environment (1) if he will state the total amount to date which has been withheld from (a) all local authorities, (b) local authorities in the northern region and (c) the borough of Sunderland in the form of penalties which were imposed on councils for spending in excess of required amounts;
(2) if he will state the total amount of capital receipts which (a) all local authorities, (b) local authorities in the northern region and (c) the borough of Sunderland are currently prevented from spending because of the regulations regarding such spending which prevail at present.
