asked the Secretary of State for Transport what measures he will take to ensure that owners of secondhand vehicles without manufacturers' manuals, equipped with temporary-use spare wheels, are aware of the restrictions on the use of such units.

Temporary use spare wheels/tyres can be readily recognised as they are different in size from the standard wheels/tyres. Most are marked with the 50 mph speed limitation.

Department of Transport press notices issued on 21 March 1986 and 18 July 1986 drew attention to the speed restriction.

I do not envisage further measures to deal with the rare possibility of some old second-hand vehicles being fitted with tyres not marked to show the 50 mph limitation.
