Mr. John Carlisle

asked the Minister of Agriculture, Fisheries and Food what is his assessment of the effect on the competitive position of United Kingdom exporters of barley to northern Spain of the insistence by the Spanish Government that goods can be shipped only by vessels under the Spanish flag.

[pursuant to his reply, 21 July 1986, c. 2]: It would be very difficult to estimate the effects of a measure which, as I understand it, applies to exports to Spain from all sources. The Government are pursuing the legality of the decree and officials have already raised the issue of its effects on the grain trade with the EC Commission.
