asked the Secretary of State for the Environment what were the amounts in rate support grant paid to the city of Liverpool in each of the financial years 1974–75 and 1985–86, inclusive, giving the percentage change in each case.

The rate support grant paid to the city of Liverpool in respect of the years 1974–75 to 1985–86 inclusive are shown in cash terms, along with the year-on-year percentage changes.

Notes:

The figures for 1974–75 to 1980–81 are not comparable with those for 1981–82 to 1985–86 because:

i. They compromise the needs, resources and domestic elements whereas from 1981–82 onwards the figures comprise block grant and domestic rate relief grant;

ii. Grant in support of services provided by metropolitan county councils was paid to the districts up to 1980–81 and to the counties thereafter.

All figures are in cash terms. Those for 1981–82 are final entitlements. Domestic rate relief grant figures for 1983–84 and 1984–85 are final entitlements; those for 1985–86 are first estimates. Block grant figures for 1983–84 and 1984–85 are entitlements after holdback based upon provisional outturn; those for 1985–86 are entitlements after holdback based on budgets.
