asked the Secretary of State for the Environment (1) what is his estimate of the annual cost to public funds of offering transferable discounts to tenants of wheelchair housing owned by local authorities or housing associations on the same basis as to able-bodied tenants of housing associations;

(2) how many tenants of housing associations have applied for a transferable discount; and if he will express this figure as a percentage of the total number of housing units owned by housing associations whose tenants are eligible for transferable discounts.

[pursuant to his replies, 3 June 1986, c. 504–505]: In addition to the 7,573 tenants who had applied for a transferable discount under the home ownership scheme for tenants of charitable housing associations up to 31 March 1986, I now understand that there are an estimated 680 further tenants who had registered an initial interest but who have not yet sought approval in principle for their discounts. These 8,223 applications in fact represent just over 10 per cent. of the estimated total number of dwellings owned by charitable housing associations whose tenants are eligible for the scheme.
