Mr. Evennett

asked the Secretary of State for the Home Department if he is satisfied with the application and interpretation of the primary purpose rule by the immigration service.

Mr. Waddington

This rule and the other requirements for people seeking entry on the basis of marriage are necessary safeguards against the use of marriage to secure admission or settlement by those who would not otherwise qualify. Immigration staff apply the immigration rules approved by Parliament in the light of the decisions of the courts and the immigration appellate authorities.

Mr. Soley

asked the Secretary of State for the Home Department how many persons were detained under Immigration Act powers for a period of more than two months on completion of a custodial sentence during 1985.

Mr. Waddington

Twenty persons who completed a custodial sentence in 1985 were so detained under deportation powers. I regret that similar information relating to illegal entrants is not available.

Mr. Soley

asked the Secretary of State for the Home Department whether he will provide, for the latest convenient date, a table indicating the period of time spent in prison department establishments by persons detained under Immigration Act powers, showing numbers detained for not more than one, two, three, four, five, six and for six or more months, respectively.
