Mr. Gordon Brown

asked the Paymaster General what is the latest figure for the numbers in (a) the YTS and (b) each special employment programme; and in each case what is his estimate of (i) the reduction in unemployment as a result, (ii) the gross cost per person on the programme and (iii) the net cost per person on the programme.

The figures for the numbers supported by YTS and the employment measures are given in the table.

It is difficult to calculate precisely the effect on the unemployment count of employment measures; their estimated average effectiveness was set out in table 3.7.13 of the public expenditure White Paper together with details of the gross and net costs, (Cmnd. 9702). YTS is a permanent training scheme.
