asked the Secretary of State for Foreign and Commonwealth Affairs if any of the money sent by Dr. Wilhelminus Blonk, a European Economic Community official of Directorate-General VIII, to South Africa on behalf of the European Economic Community will be given to organisations supporting violence; what was the total sum sent; whether the decision to send the money was made by the Council of Ministers; and if he will make a statement.

As part of a package of measures on South Africa adopted in September 1985, the Council of Ministers agreed to set up a programme of aid intended to improve the social situation, and to finance education and training of the non-white population and of political refugees. The money will be devoted to purely peaceful ends. The budgetary authority agreed to insert provision for commitments of about 10 million ecu—about £6.4 million—in the 1986 budget. No specific proposals have yet been put to member states, and no expenditure has yet taken place.
