§ Sir George YoungIn the period 1982 to 1984 it is estimated that for England and Wales the proportion of council house building, measured in current values, carried out by direct labour organisations was about 8 per cent. and by private contractors 92 per cent. For Scotland the corresponding figures were 2 per cent. and 98 per cent.
