asked the Secretary of State for the Environment what proportion of council house building in (a) England and Wales and (b) Scotland was represented by (i) public direct labour schemes and (ii) private contractors' schemes in the period 1982 to 1984.

In the period 1982 to 1984 it is estimated that for England and Wales the proportion of council house building, measured in current values, carried out by direct labour organisations was about 8 per cent. and by private contractors 92 per cent. For Scotland the corresponding figures were 2 per cent. and 98 per cent.
