asked Her Majesty's Government:

Whether it is their intention to accept the recommendation in paragraph 8.29 of the Eleventh Report of the Royal Commission on Environmental Pollution (Cmnd. 9675) that the operator licensing system for heavy goods vehicles should be supplemented by a system of registration for the operators of all vehicles, irrespective of weight, carrying controlled wastes for hire or reward.

As I announced on 11th December in response to a Question from the noble Lord (Hansard, cols. 337–8), the Government have proposed that all carriers of waste should be required to register with their local waste disposal authority. This proposal is in keeping with the general recommendation expressed in paragraph 8.29 of the Eleventh Report of the Royal Commission on Environmental Pollution. Details of the scheme will be developed in consultation with the local authority associations and bodies representing industry.
