§ The Solicitor-General for ScotlandThe Lord Advocate has not issued guidelines to the police on this subject, but a Scottish Office circular issued in 1969 to chief constables makes it absolutely clear that no member of a police force should counsel, incite or procure the commission of a crime. The 1977 High Court judgment in Cookv. Skinner gives further guidance. These sources should be sufficient to enable the police to distinguish clearly between entrapment and legitimate crime detection operations.
