asked the Secretary of State for Transport if, in the light of the expected increase in computer capacity at the Driver and Vehicle Licensing Centre, he will arrange for the issue of registration documents which include both name and address of the owner as well as the keeper of the vehicle; and if he will make a statement.

Computer capacity is not now a serious constraint for the inclusion of information about the owner as well as the keeper of a vehicle on the registration document. It would, however, be very difficult and expensive for my Department clearly to identify the legal owners of all vehicles. In addition such a system would make the process of licensing and registering a vehicle more complicated and time consuming for the ordinary motorist. Advice is shortly to be issued to motorists by the Driver and Vehicle Licensing Centre listing points to check in addition to the registration document when buying a used car.
