§ Mr. PattieThe Green Paper "The Recording and Rental of Audio and Video Copyright Material" (Cmnd. 9445), published in February 1985, proposed the introduction of a levy on blank recording tape. As more than 1,000 responses were received, the details requested could be provided only at disproportionate cost. However, those opposed to a levy included organisations representing consumers, blind people and tape manufacturers, along with a majority of individual respondents.
