Member for Leeds, West (Mr. Meadowcroft) on 5 February, at column 267, we and our Community partners have publicly welcomed the impetus given to the Contadora negotiations by the Caraballeda declaration and its endorsement by the central American Foreign Ministers in Guatemala city on 14 January.
