asked the Paymaster General if he will issue to YTS trainees a contract of traineeship with legal status.

Proposals for a training agreement for all YTS trainees were agreed by the Youth Training Board on 11 February 1986 and will be put before the Manpower Services Commission on 27 February 1986. These proposals would oblige managing agents to give each trainee an agreement conforming to a framework to be laid down by the commission. The managing agent could give this contractual status if he so chose.
