§ Mrs. ChalkerWe recognise states, not Governments. Together with our European partners, we have expressed deep concern to the Philippines authorities about developments arising from the presidential elections, and in particular about the evidence of fraud and violence, and have called for an impartial investigation. We shall continue with our partners to support the commitment of the Filipino people to democratic values.
