Mr. Dubs

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Her Majesty's Government's policy towards their continued recognition of the Government of the Philippines in the light of the conduct of the recent elections in that country.

We recognise states, not Governments. Together with our European partners, we have expressed deep concern to the Philippines authorities about developments arising from the presidential elections, and in particular about the evidence of fraud and violence, and have called for an impartial investigation. We shall continue with our partners to support the commitment of the Filipino people to democratic values.

Mr. Dubs

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government are to be represented at the forthcoming inauguration of President Marcos of the Philippines; and if he will make a statement.

There is no question of British participation in this ceremony, if indeed it is to take place at all.
