asked the Secretary of State for Transport if he will take steps to prohibit motor cyclists who have not passed his Department's riding test from acting as commercial motor cycle couriers.

We are not at present persuaded of the case for such a measure. I hope that dispatch companies will follow the code of practice drawn up by the Despatch Association. It recommends the employment only of competent, experienced and knowledgeable riders or those taking part in a recognised training scheme.

Our overall priority is to improve the riding standards of all motor cyclists by ensuring that they take proper training in the use of their machines. That is why we are currently reviewing the licensing, testing and training arrangements.
