asked Her Majesty's Government:

Whether they will take steps to enable local authorities to levy rates on vessels remaining moored in British inshore or territorial waters for gainful purposes not directly connected with seagoing.

The occupiers of certain moored vessels are already liable to be rated if they satisfy the basic criteria of permanent occupation which is exclusive and beneficial to the occupier. We have no plans at present to change existing legislation in this respect.
