§ 30. Mr. Freudasked the Secretary of State for the Environment what advice he is giving to local authorities on disregarding for the purposes of grant penalties in 1985–86 and 1986–87 the cost of lunchtime supervision.
§ Mrs. RumboldI have received representations under section 8(4) of the Local Government Finance Act 1982 that expenditure on midday supervision during 1985–86 should be disregarded. I am considering these sympathetically. Since I have abolished targets and penalties, disregards are no longer appropriate in 1986–87.
