§ Mr. Tom KingArticle 3 of the Anglo-Irish agreement provides that both Governments would establish a secretariat to service the intergovernmental conference. There is therefore no single head but there are joint staffs whose work is ultimately the responsibility of the Secretary of State for Northern Ireland and the Irish Minister designated as the permanent Irish ministerial representative. It would not be appropriate for me to name members of the secretariat.
