asked the Secretary of State for Education and Science if he has any plans to give head teachers more control over decisions of expenditure relating to their schools.

The forthcoming Education Bill will, as part of new arrangements for school government, include a proposal for schools to have a measure of responsibility for their own expenditure. Subject to appropriate rules, the governing body will have at its disposal a sum for capitation allocated by the LEA. It will need at least to involve the head teacher in spending this, and may delegate actual expenditure to him.
