§ Sir Keith JosephThere can be no doubt that disruptive action has adversely affected the education of all the children who have been caught up in it. I deeply regret that. I have no particular evidence on the extent of the damage done to children in targeted areas. I have said many times how much I deplore the attempt by some unions to apply pressure by concentrating disruptive action on areas perceived by them to be politically sensitive.
