Mr. Hanley

asked the Secretary of State for Trade and Industry (1) if he will introduce legislation to impose a statutory requirement for the payment of a royalty on the sale of blank tape and at the same time to render lawful recording in the home for non-commercial purposes; and if he will make a statement:

(2) if there has been any change in Government policy towards the imposition of a statutory requirement for the payment of a royalty on the sale of blank tape since the publication of the Green Paper, paragraph 3.2, Cmnd. 9445, "The Recording and Rental of Audio and Video Copyright Material", and if he will make a statement.

The Government are still considering whether or not to introduce a levy for the benefit of copyright owners on the sale of blank recording tape intended for home use. If a levy were to be introduced, recording of copyright material in the home for private purposes would be licensed at the same time. We will announce our conclusions in the White Paper on copyright law which is now in the final stages of preparation.
