As noted in the report dated 5 June 1985 by the Comptroller and Auditor General on the Scottish Education Department's control of further education establishments, central institutions are generally operating up to the limits of their capacity. An exception is Leith nautical college where student numbers are declining as a result of measures being taken to rationalise nautical education. 53W
