HC Deb 19 December 1986 vol 107 cc835-41W
Mr. Gareth Wardell

asked the Secretary of State for Transport what was the number of vehicles that failed the annual public service vehicle test in 1985–86, in Wales, by operator group.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986, c. 508]: The information for Wales is as follows:

1985–86 Wales
Operator group Total number of tests Number of initial failures Initial failure rate per cent.

Local Authority 560 203 36.2
Private 2,922 1,387 47.5
Total 4,831 1,929 39.9

If vehicles which passed after minor repairs were carried out at the testing stations are excluded, the number which failed the test is as follows:

Number of final failures Final failure rate per cent.
NBC 66 4.9
Local Authority 60 10.7
Private 861 29.5
Total 987 20.4

Mr. Gareth Wardell

asked the Secretary of State for Transport what was the number of vehicles that failed the annual public service vehicle test in 1985–86, in Great Britain, by operator group.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986, c. 508]: The information for Great Britain is as follows:

1985–86 Great Britain
Operator Group Total Number of Tests Number of Initial Failures Initial Failure Rate per cent.
NBC 14,973 5,543 37.0
PTE 9,773 3,928 40.2
Local Authority 5,253 1,577 30.0
SBG 3,439 1,174 34.1

LTE 5,258 1,122 21.3
Total 69,334 26,486 38.2

If vehicles which passed after minor repairs were carried out at the testing stations are excluded the number which failed the test is as follows:

Number of Final Failures Final Failure Rate per cent.
NBC 1,477 9.9
PTE 1,222 12.5
Local Authority 497 9.5
SGB 882 25–6

Number of Final Failures Final Failure Rate per cent.
Private 8,976 29.3
LTE 197 3.7
13,251 19.1

Mr. Gareth Wardell

asked the Secretary of State for Transport if he will publish in the Official Report, by operator group for 1985–86, separately distinguishing between Great Britain and Wales, the number and percentage of tests which resulted in immediate prohibition of annual public service vehicles tests.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986, c. 508]: The figures for each operator group and Wales as a whole are not readily available, but the overall figures for Great Britain and for vehicle inspectorate districts covering approximately the south Wales traffic area are:

Number of Tests Number of Prohibitions Issued
Great Britain 69,334 287 (0.41 per cent.)
South Wales 3,655 17 (0.46 per cent.)

Mr. Gareth Wardell

asked the Secretary of State for Transport if he will publish in the Official Report for 1985–86, separately distinguishing between Great Britain and Wales, the results of spot checking of public service vehicles and the immediate prohibition rates.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986 c. 508]: Separate information on spot checks is not readily available for Wales as a whole. The information for Great Britain and for vehicle inspectorate districts covering approximately the south Wales traffic area is:

PSV Spot Checks Great Britain South Wales—1985–86
Number of spot checks Number of spot checks as a percentage of the total PSV annual tests Per cent. Number of prohibitions issued at spot checks Number of prohibitions issued as a per cent of vehicles spot checked Per cent.
12,575 18 652 5.28
961 27 33 3.4

Mr. Gareth Wardell

asked the Secretary of State for Transport if he will publish in the Official Report for the south Wales traffic area for 1985–86 the number of vehicle examiners employed by his Department, together with the number of public service vehicles and goods vehicles for which they are responsible.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986, c. 508]: The information is as follows:

Vehicle Inspectorate districts covering approximately the South Wales Traffics Area—1985–86
Number
Vehicle Examiners in post 23
Public Service Vehicles 3,655
Heavy Goods Vehicles 27,568

The vehicle number data have been extracted from the annual testing statistics and do not therefore include vehicles under one year old.

Mr. Gareth Wardell

asked the Secretary of State for Transport if he will publish in the Official Report, by operator group, the numbers of public service vehicles which (a) failed the annual test for each traffic area in Great Britain for 1985–86, and (b) failed the annual test for each traffic area in Great Britain after rectification of minor faults for 1985–86.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986, c. 508]: The information is shown in the table.

It should be noted that the reorganisation of the vehicle inspectorate together with the reduction in the number of

traffic areas means that the 1985–86 statistics have been produced on a different basis from previous years. Therefore comparisons with figures produced for previous years may be misleading.

The figures suggest that overall there has been little change in 1985–86 in the percentage of vehicles that failed the annual test after rectification of minor faults, compared with 1984–85.

The figures in brackets express the number of initial failures, passes after rectification and final failures as a percentage of the total tests.

Mr. Gareth Wardell

asked the Secretary of State for Transport if he will publish in the Official Report, by operator group, the numbers of public service vehicles which failed the annual test for the South Wales traffic area in 1985–86.

Mr. Peter Bottomley

[pursuant to his reply, 1 December 1986, c. 508]: The information for the South Wales traffic area is shown below.

The figures show that when compared to the previous year, the initial failure rates for each operator have decreased slightly; there have been no sigificant changes in the final failure rates.

The figures in brackets represent the number of initial failures, passes after rectification and final failures expressed on a percentage of the total tests.
