§ Mr. Rookerasked the Secretary of State for the Environment (1) what representations he has received 749W about the rent limits in respect of the implied terms as to fitness for human habitation from public sector landlords and private sector landlords;
(2) if he will bring forward legislation to amend the rent limits in section 8 of the Landlord and Tenant Act 1985 so as to enable tenants to take action to force landlords to maintain fitness for human habitation;
(3) how many (a) local authority and (b) private landlord houses are unfit for human habitation; and how many of these have rent levels above the limit which enables tenants to take action under the implied terms as to fitness for human habitation provisions of the Landlord and Tenant Act;
(4) when the rent limits in section 8 of the Landlord and Tenant Act 1985 were last reviewed; and what is the current real value of the limits in comparison with their value when they were last reviewed.
