Whether they consider that the Anti-Ballistic Missile Treaty, strictly interpreted, allows "research right up to feasibility" of all ABM systems and components of systems or radars intended for use in an ABM mode (whatever their "physical principle") if "feasibility" is understood in its ordinary sense, which would include development and testing.
