§ Mr. ChopeWaverley borough council's block grant entitlement for spending at the level of expenditure assumed in the revised proposals for the 1987–88 rate support grant settlement is £621,000, an increase of £124,000 on the earlier proposals. These figures imply an increase in Waverley's local rate of about 3.7 per cent. If Waverley keeps its spending down to the level of inflation, its local rate could rise by less then 1 per cent.
