HC Deb 12 December 1986 vol 107 c253W
Mr. Peter Bruinvels

asked the Secretary of State for the Home Department if he will publish in the Official Report such information as is available as to how the average time actually served in prison by offenders sentenced to a term of three years' imprisonment, seven years' imprisonment, 10 years' imprisonment, 15 years' imprisonment, 20 years' imprisonment, 30 years' imprisonment and life imprisonment, respectively; and if he will make a statement.

Mr. Mellor

[pursuant to his reply, 8 December 1986, c. 80]: Information on the distribution of time served under sentence by life sentence prisoners received since 1965 is

Penal establishments having the highest and lowest per capita costs
Year Highest £/per inmate week Lowest £/per inmate week
1983–84 Albany 1915 Kirkham 125
1984–85 Parkhurst 656 Rudgate 144
1985–86 Lindholme 2942 Rudgate 120
1 A substantial proportion of this cost was a direct result of the riot which took place in June 1983. Because of the damage caused to cells in the prison, some prisoners had to be transferred to accommodation elsewhere, but prison staff remained at much the same level as before to provide escorts for contractors carrying out remedial work on which considerable additional expenditure was incurred.
2 This figure is not representive of the running costs of the establishment. A major element of the cost was for equipping what was a new establishment with a certified normal accommodation of 600. As the establishment did not start receiving prisoners until November 1985 the average inmate population during the year was only 62, which distorted the figures for average inmate costs.
