Dr. Cunningham

asked the Secretary of State for the Environment if he will list all services, subsidies, grants and other payments made by London boroughs in 1986–87 which are offset against contributions to the London rate equalisation schemes, giving details of the criteria used to determine which expenditure shall be allowed to be offset in this way.

Mr. Ridley

In determining the contributions of the City of London and the City of Westminster to the London rate equalisation scheme in 1986–87 I had regard to the following expenditure which I considered those authorities were likely to incur:

City of Westminster English National Opera and London Festival Ballet 2,200

I did so because I considered that this expenditure would be incurred in carrying out functions for the benefit of some or all of the other rating authorities in Greater London.
