§ Mr. MellorThere are no such plans. The White Paper on the "Prison Disciplinary System in England and Wales", published on 23 October (Cmnd. 9920), proposes the creation of new local panels of lay adjudicators forming a single prison disciplinary tribunal. Our intention is that these panels should have access where necessary to legal and procedural advice; the necessary arrangements will be the subject of discussions with interested organisations.
