Whether the figures given for car tax evasion take into account the large number of vehicles which are off the road for extended overhaul or in long-term storage.

The estimate of £100 million (4 per cent.) gross loss of revenue from evasion of vehicle excise duty is based on a national survey undertaken in 1984 of vehicles in use on the road. Vehicles which are off the road on a long-term basis, and not therefore liable for VED, would not have been included in the road census or in the evasion estimate.
