HL Deb 02 December 1986 vol 482 c812WA
Lord Strathcarron

asked Her Majesty's Government:

Whether they will consider introducing legislation to make the fitting of a near-side driving mirror compulsory on all new motor cycles in order to reduce the present high casualty rate.

Lord Brabazon of Tara

Most new motor cycles are fitted with mirrors by manufacturers, although there is no mandatory requirement for them. Such mirrors must be approved and conform to the relevant Community directive. We have no evidence that making them a mandatory requirement would be justified by a reduction in casualties. Total reliance on mirrors by motor cyclists to be aware of following traffic is inadvisable. Motor cyclists should always look behind before changing direction.
