Mr. Frank Cook

asked the Secretary of State for Foreign and Commonwealth Affairs what assurances the Governor of Hong Kong, Sir Edward Youde, gave to senior Chinese officials in Beijing in September regarding the Hong Kong Government's intention to stand by its original decision to support the construction of the Daya Bay nuclear power plant.

The Governor of Hong Kong discussed the Daya Bay project with senior Chinese officials during his visit to Beijing in September. He confirmed to them that the Hong Kong Government would stand by the commitments it had made in respect of the project, and conveyed to them the concern felt by people in Hong Kong on Daya Bay. The Chinese authorities assured the Government that they were fully alive to and understood these concerns.

asked the Secretary of State for Foreign and Commonwealth Affairs (1) whether he will now instruct the Governor of Hong Kong, Sir Edward Youde, to release the full Lazard Brothers report dealing with the financial and economic aspects of the Daya Bay nuclear power plant; and if he will make a statement;

(2) whether he will now instruct the Governor of Hong Kong, Sir Edward Youde, to release the full Harwell report dealing with radiation monitoring, public education, accident assessment and contingency planning in Hong Kong; and if he will make a statement.

asked the Secretary of State for Foreign and Commonwealth Affairs how the Governor of Hong Kong, Sir Edward Youde, voted on the motion calling for a special debate before the signing of the Daya Bay nuclear power station contract; and if he will make a statement.

The possibility of a request to the President for a special debate during the summer recess was discussed at an in-house meeting of members of the Legislative Council on 3 September 1986. The Governor of Hong Kong as President of the Council does not attend these meetings. The majority of members present at the meeting voted against the suggestion.
