§ Mr. John MacKayDiscussions have taken place over a number of years between officials of the Scottish Education Department and Strathclyde regional council, the appropriate social work authority. It remains the Government's policy to decriminalise drunkenness, and a decreasing proportion of such cases is now being prosecuted.
