asked the Secretary of State for Scotland if he will introduce legislation to prohibit private forestry companies undertaking afforestation without Forestry Commission approval.

There have only been two significant cases of planting without approval since the Forestry Commission's present consultation procedures were introduced in 1974. We would have to think very carefully, therefore, before imposing further controls on forestry.
