Whether they consider that testing and development of ABM-related parts, etc., other than as described in the text of the ABM treaty, are permitted by that treaty, and if so on what grounds.

The ABM treaty precludes the development, testing or deployment of ABM systems or components which are sea-based, air-based, space-based or mobile land-based.
