§ Mr. RifkindWe have widespread evidence of the Soviet Union's failure to live up to its commitments under the Helsinki final act, particularly in the field of human rights and fundamental freedoms. A comprehensive list could not be produced except at undue expense, but various examples were set out in the reply given by my hon. Friend, the Member for Shoreham (Mr. Luce) to my hon. Friend the Member for Southampton, Itchen (Mr. Chope) on 25 July at columns 683–85.
