§ Mr. RentonThe United Kingdom is not a party to the anti-ballistic missile treaty. Consequently we do not participate in the standing consultative commission which was set up, among other things, to consider questions concerning compliance with the treaty. We regard the ABM treaty as an important element in preserving international peace and stability. We have accordingly urged strict compliance with the treaty by both sides. In this context, the United Kingdom has expressed its concern about the implications for the ABM treaty of the large phased array radar at Krasnoyarsk, particularly in relation to its orientation and siting.
