§ Sir George YoungThe building regulations set requirements governing cavity wall insulation with urea formaldehyde. Type relaxation from these requirements is available, but only if the installer holds or operates under British Standards Institute certificate of registration and carries out the work in accordance with the British Standard materials to British Standard specification code of practice. I am satisfied that these arrangements have proved generally effective.
§ Mr. Colvinasked the Secretary of State for the Environment when urea formaldehyde wall insulation will be subject to certification; and what steps will be taken in the meantime to ensure that insulation companies observe building regulations and safety requirements.
§ Sir George YoungUrea formaldehyde foam is already controlled under the building regulations. Certification by BSI is required for installers operating under the type relaxation procedures. Installers under this scheme who fail to observe the building regulations and safety requirements risk losing their certificate of registration.
