Mr. Silvester

asked the Secretary of State for the Home Department if he will make it his policy to seek the opinion of the House before any decision is made by Her Majesty's Government to renew the acceptance by the United Kingdom of article 25 of the European Convention on Human Rights in January 1986.

I am very aware of hon. Members' interest in this matter and I have much in mind the need to keep Parliament informed. I regret that no undertaking can be given at this stage, however, that parliamentary time could be made available for the purpose of a debate on this issue.
