26. Mr. Kirkwood

asked the Secretary of State for the Home Department if he will take steps to require local authorities to make all details of the civil defence war plans available to persons and interest groups who seek access to them.

Mr. Giles Shaw

The draft consolidated emergency planning guidance to local authorities (a copy is in the Library of the House) asks that with the possible exception of personal details plans should be open documents. How this is achieved is a matter for local authorities.

Mr. Strang

asked the Secretary of State for the Home Department what organisations he has consulted about the likely number of casualties after a nuclear attack.

Mr. Giles Shaw

The Government do not make detailed estimates of casualties, which would depend on the strategic intentions of the enemy at the time and other factors which cannot be predicted.
