Mr. John David Taylor

asked the Secretary of State for Northern Ireland, pursuant to his reply of 5 March, Official Report, column 489, on the allowances and expenses for which members of district councils qualify, what are the rates of remuneration for each of attendance, special responsibility, special loss, travel and subsistence allowances; and what is the rate of remuneration for expenses incurred in attending conferences and meetings.

The current rates of allowances are as follows:

3. Travel Allowance

v. A solo motor cycle exceeding 150cc but not exceeding 500 cc cylinder capacity 6.4
vi. A solo motor cycle exceeding 120 cc but not exceeding 150 cc cylinder capacity 4.4
vii. A solo motor cycle not exceeding 120 cc cylinder capacity 4.2

Additional allowances are (a) 0.4 pence per mile for each additional passenger (b) 29.0 pence per night for garaging a motor car or tri-car and (c) 17.5 pence per night for garaging a motor vehicle of any other type.

4. Subsistence Allowances

(a) Day subsistence rates
An absence not involving an absence overnight from the usual place of abode
i. of more than four but not more than eight hours 4.00
ii. of more than eight but not more than 12 hours 7.00
iii. of more than 12 but not more than 16 hours 10.00
iv. of more than 16 hours 12.00
(b) Night Subsistence Rates
In any period of 24 hours:
An absence involving an absence overnight from the usual place of abode
a.i. in the British Islands 44.50
ii. elsewhere than in the British Islands as determined by the Department of the Environment in respect of each specific case
b. An absence involving an absence overnight in London or in any other place in the British Islands approved by the Department 50.75

5. Expenses

There is no fixed rate of remuneration for expenses incurred in attending conferences and meetings. The level of reimbursement is determined by individual councils with the purpose of meeting the cost
