§ Sir George YoungNo, the powers to declare a simplified planning zone do not exist. The consultation paper my right hon. Friend issued last year on how such zones might operate provoked widespread comment which my right hon. Friend is at present considering. My right hon. Friend hopes to make an announcement shortly.
