§ Mr. RaisonWe shall review our policy towards the end of 1985 after the next UNESCO general conference. If we were satisfied that substantial progress had by then been made in carrying through the reform programme set out in my letters of 2 April and 4 July 1984 and that of my right hon. and learned Friend of 5 December 1984 to the director general of UNESCO, we would be willing to reconsider our decision to withdraw.
