Mr. Fatchett

asked the Secretary of State for the Environment how the capital allocations for the city of Leeds for the four main expenditure blocks, education, housing (housing investment programme), social services and the other service blocks for 1985–86 compare, in real terms, with those for 1984–85, 1983–84 and 1982–83; and if he will give the percentage change in value for each block from the previous year.

The allocations for 1985–86 will be increased by 5 per cent. across all service blocks if the city of Leeds complies with my right hon. Friend the Secretary of State's request for restraint on capital expenditure in 1984–85.
